CEBU CITY – The Vicsal Foundation College Scholarship Program is now accepting applications from incoming first-year college students for Academic Year 2026-2027, offering full tuition coverage and monthly allowances to financially struggling students from public senior high schools in Cebu.
The program, which started in 2007, has since helped hundreds of students pursue higher education, with 193 scholars graduating by 2022, many of whom received honors including Summa, Magna, and Cum Laude.
Qualified scholars will receive full tuition and school fees per semester, a PHP3,000 monthly allowance, a PHP3,000 book allowance per semester, and a graduation fee reimbursement of up to PHP2,000.
To qualify, applicants must be graduates or graduating students from any public SHS with a general average of at least 88 percent and no subject grade lower than 80 percent. They must be of good moral character and must not be receiving any other scholarship. The combined annual gross income of both parents or guardians must not exceed PHP300,000, or PHP150,000 for a single-earner family.
Priority SHS tracks include HUMSS, STEM, GAS, ABM, and TVL with specializations in Agri-Fishery, Home Economics, and Information and Communications.
Required documents include a photocopy of the applicant’s birth certificate, certified true copy of the SHS report card indicating at least the third quarter grades, good moral certificate, latest BIR Income Tax Return or BIR Tax Exemption Certificate of parents or guardians, barangay clearance, and one 2×2 colored photo. All documents must be enclosed in one long white folder.
Applications may be submitted in person at any Metro Gaisano Retail Store or Metro Fresh and Easy Customer Service Center, or at the scholarship offices of the University of San Carlos, University of San Jose-Recoletos, or Cebu Institute of Technology-University.
Applications are being accepted from February 24 to March 24, 2026. Late applications will not be accepted.
