MANILA – The Commission on Higher Education (CHED) is now accepting applications for the Bagong Pilipinas Merit Scholarship Program (BPMSP), offering 20,000 scholarship slots to qualified senior high school graduates for Academic Year 2026-2027.
The merit-based scholarship supports incoming first-year college students enrolled in priority programs at CHED-recognized higher education institutions (HEIs) with Centers of Excellence or Centers of Development designations, covering both state universities and private colleges and universities.

Qualified scholars may receive tuition and other school fees, a semester stipend, and book and connectivity allowances, depending on their school and location.
Students enrolled in state universities and colleges (SUCs) in Metro Manila may receive a PHP25,000 stipend and PHP4,000 book and connectivity allowance per semester.
Those in private universities within the National Capital Region may receive up to PHP104,000 per semester, covering PHP75,000 in tuition subsidy, PHP25,000 stipend, and PHP4,000 book and connectivity allowance.
Priority programs include science, technology, engineering, and mathematics; agriculture, forestry, and environmental science; health and allied health programs; information technology and data-related fields; and teacher education in specialized subject areas.

To qualify, applicants must be Filipino citizens, incoming first-year college students, and SHS graduates with High Honors or Highest Honors with a GWA of at least 95 percent. They must also come from low-to-middle-income households and must not be receiving another scholarship from other national government programs.
Scholars will be required to fulfill a Return Service Agreement after completing their degree, which may include working in government institutions or participating in community development and research initiatives.
Required documents include a PSA birth certificate, certificate of ranking or honors from SHS, proof of household income, and other documents that may be required in the official guidelines.
