What are the qualifications?
To apply for the Mandaue City Scholarship, applicants must meet the following:
- Must be a resident of Mandaue City for at least 3 years prior to application, in any of the city’s 27 barangays
- Must be an incoming first-year college student for SY 2026–2027 – either a graduating Senior High School student, or an SHS graduate from 2023 to 2025
- Must have an average grade of at least 85%, with no grade lower than 80 in any subject
- Must be able to demonstrate financial need (parents’ or guardians’ income must not exceed ₱250,000 annually)
Documentary requirements
Applicants must prepare the following documents:
For graduating Grade 12 students
- Certified true copy of Grade 12 report card (1st to 3rd grading periods)
- Must reflect an average of at least 85% with no grade below 80
For Senior High School graduates:
- Certified true copy of Grade 12 report card (1st to 4th grading periods)
- Must reflect a GWA of at least 85% with no grade below 80
Required for all applicants
- Barangay certificate of residency
- Proof of income – one of the following:
- Latest ITR of parents/guardians (not exceeding ₱250,000)
- Certificate of Tax Exemption from BIR
- Notarized affidavit of no income from parents or guardians
- Other documents as may be required by MCYDO

Good day!
If you are qualified (general average of 90 and above) based on the grade requirement and residency, however, the ITR of the parent is more than P250,000.00 annually, will the application still be considered for further review and evaluation? Or is it outright disqualification based on the enumerated requirements?
